Morrigan and Alistair's romances are the most plot-relevant, while Zevran's offers a lot of insight and development of his character and Leliana's is very sweet. I don't think there's a "best" choice per say, though- it really depends on your Warden and/or what you're looking for. He's easily my favorite character in DAO, and his romance is much more plot-relevant than Leliana's is and is absolutely adorable SPOILER In fact, the only reason I played as a male Amell rather than a female when I replayed the game was to avoid romancing Alistair all over again. In terms of my overall favorite romance in Origins, it's definitely Alistair. However, I like his romance with Leliana mostly for the dynamic between them rather than anything that actually happens in-game. I'd actually set out to romance Zevran with my Amell, but Leliana just seemed like the better match for him as the game progressed.
